PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner which can be used in a low temperature fixing process, and furthermore which secures conflicting functions such as heat-resisting storage property and mechanical strength. SOLUTION: At least a primary particulate dispersant of thermoplastic resin polymer and a coloring agent particulate dispersant are mixed beforehand. While stirring it, an inorganic metal salt is added, each particulate is agglutinated and burned in, to form a core particulate. Then a capsule condensation polymerization system resin particulate dispersant coated with addition polymerization system resin having an inner shell consists of a polymerization system resin and whose surface layer differs from the inner shell resin, or with polymerization system resin is added into the core particulate dispersant to have it adhered to the core particle.
