PROBLEM TO BE SOLVED: To prevent a buffer of an opposite device from bringing about overflow of a voice signal or bringing about of depletion even when the opposite device does not have a function of absorbing a clock difference. SOLUTION: A clock difference detection part 5 is provided which compares the number of samples of a voice signal extracted by an IP packet reception part 1 with the number of samples of a voice signal reproduced by a voice reproduction part 4 and makes an indication for inserting or thinning the voice signal according to the comparison result; and then insertion processing for the voice signal to be sent to the opposite device is performed when the insertion indication is received from the clock difference detection part 5 and thinning processing of the voice signal to be sent to the opposite device is performed when the thinning indication is received from the clock difference detection part 5.
