PROBLEM TO BE SOLVED: To record a temporal variation in sound in an institution without infringing on privacy, and to reduce a storage capacity necessary for the record. SOLUTION: A sound environment detecting device is provided with: a storage part 130; a signal processing part 140 for receiving sound signal corresponding to sound collected by a microphone 11 and producing an envelope data expressing an envelope of the wave form of the received sound signal; and an output level data producing part 150 for sampling an output level of the above envelope at predetermined time intervals on the basis of the generated envelope data and a clock data supplied from a clock part 120, and producing the output level data according to the result of the sampling, and also writing the output level data to the storage part 130.
