PROBLEM TO BE SOLVED: To provide a cleaning and sterilizing device which has a simple structure, can be introduced at a low cost and can exactly clean and sterilize water stored in a bath tub or the like. SOLUTION: The cleaning and sterilizing device 1 comprises a float 2 floating on the water surface of water to be treated and a cylindrical storage main body 3 that is freely attachable and detachable for the lower part of the float 2. In the storage main body 3, the inside space is divided to the upper and lower parts, a power feeding part 5 is stored in the upper part and an electrolyzing part 6 is stored in the lower part. The electrolyzing part 6 is constituted such that a water passage 43c is arranged on the central part, electrodes 61, 61 made of metal fiber bundle are oppositely arranged above and below the water passage 43c and the water to be treated proceeding into the water passage 43c is electrolytically treated.
