PROBLEM TO BE SOLVED: To realize a structure capable of accurately measuring a rotating oscillation of a fixing surface 27. SOLUTION: When it is assumed that a feeding amount of a hub 8 in regard to its diameter direction of a turning tool per one rotation of the hub 8 is defined as (p), a fixing surface 27 is turned under a condition of p≤0.3mm, more preferably a condition of p≤0.2mm. If the turning work is carried out under such conditions as above, an error based on a scratch line formed at the fixing surface 27 can be restricted to such a low-degree practically producing no problem at all when the rotating oscillation of the fixing surface 27 is measured.
