<p><P>PROBLEM TO BE SOLVED: To provide an information extracting method, an information extracting device and a computer program, which extract information on troubles that is useful to target products such as products planned to be developed, from a database storing the information on troubles that has occurred in products in the past. <P>SOLUTION: With reference to the frequency of occurrences of problems relating to functions implemented by products in the past and accumulation of influences exerted by the troubles in the past, the information extracting device 1 calculates a problem influence degree for each problem based on the degree of relation of the target products to each function, the troubles adverse effect degree increasing as the possibility of occurrence of a trouble in a target product is higher and as the adverse effect exerted by the trouble is greater. The information extracting device 1 thereby ranks troubles in accordance with the magnitude of the trouble adverse effect degree.
