SOLUTION: A content hierarchy maintaining section 137 stores information indicating the transmission data to be transmitted, which are the top hierarchy in transmission data to be hierarchically coded into a plurality of hierarchies from the lowest hierarchy indispensable to decoding to an upper hierarchy for decoding with higher quality. The data are supplied to a TCP communication section 135. The section 135 transmits the information stored in the section 137 to a client via a communication network 13. This is applicable to a live video image streaming distribution system etc.
