MOTION PICTURE CODING DEVICE, MOTION PICTURE CODING METHOD, MOTION PICTURE CODING PROGRAM, AND COMPUTER READABLE RECORDING MEDIUM RECORDING THE PROGRAM

PROBLEM TO BE SOLVED: To realize motion picture coding which does not generate inconsistency of image quality in a boundary region, and has good visual image quality and good efficiency when respectively performing coding for pictures comprising two or more regions.

SOLUTION: A target code amount determination part 11 obtains a weighting value of an average quantizing parameter in respective regions for a whole picture according to deviation average activity in each region for the average activity of the whole picture, determines a target coding amount of each region by the weighting value. A coding parts 12 to 15 convert the weighting value of the quantizing parameter obtained according to deviation of activity of each coding block for average activity of the whole picture to weighting values on the basis of average quantizing parameter of each region, performs weighting of quantizing parameter of the coding block, determines a final quantizing parameter of each coding block, and performs coding.
