PROBLEM TO BE SOLVED: To provide a manufacturing tool of a steel panel frame, which fits an attachment hardware at a low cost, efficiently, and with high positional accuracy by eliminating marking work for a reinforcement member. SOLUTION: This manufacturing tool 10 of a steel panel frame for fixing an attachment hardware 35 in a predetermined position of the reinforcement member 11 having a predetermined length includes: a reference guide for positioning the reinforcement member 11 taking one end in the longitudinal direction as a reference; a reinforcement member clamp means 28 moved along the reinforcement member 11 disposed in a predetermined position to hold the reinforcement member 11 from both sides in the width direction; a locking mechanism 26 for fixing the reinforcement member clamping means 28 in that position immovably; a positioning member 33 moved in a body with the reinforcement member clamping means 28 to position one end of the attachment hardware 35; and attachment hardware clamping means 37, 38, 39, 40 moved in a body with the reinforcement member clamping means 28 to hold the attachment hardware 35.
