PROBLEM TO BE SOLVED: To provide a method for manufacturing an industrially employable inexpensive and efficient heat insulating panel using a horizontal molding machine used in most cases of general foam molding. SOLUTION: In the heat insulating panel manufacturing method for manufacturing the heat insulating panel by covering the whole surface of a vacuum heat insulating body with a foamable synthetic resin, a vacuum heat insulating panel, of which the end part is held by a support comprising the foamable synthetic resin, is arranged in a mold vertical with respect to a mold opening direction to fill the mold with the foamable synthetic resin to perform foam molding.
