PROBLEM TO BE SOLVED: To improve water retaining performance and water permeability by combining a water retaining layer and a water permeable layer with each pavement surface layer and each pavement block to be disposed on the surface layer. SOLUTION: The water permeability and the water retaining performance are improved by forming the pavement block by combining, in an integrating manner, the water retaining layer and the water permeable layer in a state of vertical-directional layers in relation to the pavement surface, for example. To improve the water retaining performance of the surface layer, both of the layers are laid on the pavement surface layer and on the pavement block to be disposed on the surface layer to form upper and lower layers (the water permeable layer being the upper layer and the water retaining layer being the lower layer). To form the water permeable layer, a mixture of a curing material (cement or the like) and an aggregate or the like are granulated, and the granulated substance is pressed for formation before being cured.
