PROBLEM TO BE SOLVED: To provide a panel substrate equipped with a terminal part which forms a uniform load toward a rubbing roll to be used for rubbing treatment of an alignment layer. SOLUTION: In the panel substrate 100a which includes the terminal part 120 having a chip housing region 121, and in the case leading electrode groups 122, 123 respectively extending from two adjacent edges of the chip housing region 121 toward a display part 110 side are formed on the terminal part 120, and at the same time a blank section B with no electrode existing thereon is left between the leading electrode groups 122 and 123 within a width corresponding to the alignment layer formed in the display part 110, a difference in level caused by the blank section B is eliminated by forming an interpolation material 125 with thickness close to that of the leading electrode groups and not involved in electric action in the blank section B.
