PROBLEM TO BE SOLVED: To provide an electrolytic cell having a simple and compact structure for providing an electrolyte. SOLUTION: A cathode 11, an anode 12, and a diaphragm 13 are provided within an electrolytic cell container 10 for forming an electrolytic cell E. A control means C, a pump means P, and a direct current supply D are connected to one another. The pump means P is controlled by the control means C. The control means C and the pump means P are connected to the direct current supply D. Numeral 14 designates a water supply means, and water is supplied into the electrolytic cell E by the function of the pump means P. Numeral 15 designates a water discharge means, and water is discharged to the outside of the electrolytic cell E. An electrolyte container 20 includes an electrolyte storage part 21 for storing a solid electrolyte aggregate S1, a hole liquid level contact part 22a having a hole part formed so as to contact a liquid level 16 to dissolve the solid electrolyte aggregate S1. Tap water W1 introduced into the pump means P is introduced by the control means C through the water supply means 14 into the electrolytic cell E, is then electrolytically treated, and is discharged as discharge water W2 through the water discharge means 15 by the pump means P.
