PROBLEM TO BE SOLVED: To provide an anti-fogging element hard to become cloudy even in a case that a relatively large amount of water adheres, developing a desired anti-fogging function, enhanced in productivity and simple in structure. SOLUTION: The anti-fogging element is constituted by forming a single layer film 3, which has photocatalytic properties, hydrophilicity, electric conductivity and light transmissivity, on one side 2 of a transparent substrate 1 and providing current supply electrodes 4 and 9 on the single layer film 3 and accelerated in hydrophilicity wherein the hydrophobic organic matter attached to the surface of the substrate is decomposed and removed by a photocatalytic function to restore hydrophilicity and Joule heat is generated in the single layer film by passing a current through the single layer film 3 by electrodes 4 and 9 to heat the single layer film to relatively rapidly evaporate moisture or water droplets.
