<p><P>PROBLEM TO BE SOLVED: To provide a water heater controller, and a water heater controller operating system miniaturizing and simplifying a controller operation part without impairing multifunctionalization of a water heater, and capable of carrying out controller operation in correspondence to an operating situation during normal times, and an operating situation during abnormal times. <P>SOLUTION: The water heater controller operating system is provided with a portable terminal provided with a sending means for wirelessly sending a control signal for operating the water heater controller 120 on the basis of a setting program downloaded from a server 151 for management.
