PROBLEM TO BE SOLVED: To provide a resin for highly accurately evaluating the adhesion between covering layers such as a resin covering material and a coating material and between covering and base materials within a wide thickness range through the use of ultrasonic waves. SOLUTION: In the covering material evaluating method for evaluating the adhesion of a covering material having a covering layer through the use of ultrasonic waves, when ultrasonic waves are made incident onto the covering layer 2 of the covering material to measure the attenuation of reflected waves B1 from the bottom surface of a base material 1 and evaluate the adhesion, the range of the frequency of the ultrasonic waves in which the ratio of the intensity of the reflected waves B1 from the bottom surface of a base material 1 takes a prescribed ratio or higher to the intensity of multiple reflected waves I2 in the covering layer is previously determined, and the frequency of the ultrasonic waves is set at a frequency within the range. Since it is possible to measure the reflected waves from the bottom surface of the base material without being affected by the multiple reflected waves in the covering layer, it is possible to clearly detect the attenuation of the reflected waves in the case of the presence of a void between covering layers and covering and base materials and accurately evaluate the adhesion of the covering materials.
