PROBLEM TO BE SOLVED: To prevent communication devices from using different parameters for encrypting encoding and failure in communication contents caused as a result of repeated retransmission of notification about a parameter used for the encrypting encoding and a desired start timing to request for start of encrypting encoding. SOLUTION: A wireless network control device 30 is provided with a transmitting/receiving unit 31 for receiving a response message for informing a secret parameter and the desired start timing, a control unit 33 for judging if the secret parameter needs to be corrected due to retransmission of the response message based on the desired start timing and an actual start timing at which the encrypting encoding actually starts, and corrects the secret parameter, if necessary.
