<P>PROBLEM TO BE SOLVED: To provide a glow starter, and a lighting fixture using it, with start-up characteristics improved under dark-place conditions through the contraction of time required for lighting, without having to install special initial electron emission means in a discharge vessel. <P>SOLUTION: The glow starter 1 is provided with a translucent discharge vessel 2. Inside the discharge vessel 2, a pair of electrodes 3, composed of a fixed electrode 4 and a movable electrode 5, are sealed in. The periphery of the discharge vessel 2 is covered with a cover body 9 for mechanically protecting the discharge vessel 2 or the like.
