PROBLEM TO BE SOLVED: To provide a throttle body capable of preventing increase in air leakage quantity at contraction of a valve element and to provide its manufacturing method. SOLUTION: The throttle body is equipped with a body proper 3 in which an intake passage 7 is formed, and a valve element 14 rotatably provided to the body 3 to open and close the intake passage 7 by its rotation. The body 3 is molded from resin. A valve seal surface 5 to which an outer peripheral end 14a of the valve element 14 in a totally closed state is abutted is formed on the inside wall surface of the body 3. The valve element 14 is molded from resin by inserting the body 3. The outer peripheral end 14a is formed taking as a forming surface a valve seal surface 5 of a bore wall 4 in the body 3. In the valve seal surface 5, the outer peripheral end 14a of the valve element 14 is formed in a shape sealable over the peripheral direction, even if a fully closed position of the valve element 14 is deviated in accordance with contraction of the valve element 14.
