PROBLEM TO BE SOLVED: To solve the problem of the existent water supply pipes, sewage pipes, cables of electricity and telephone, gas pipes which have been laid underground, such that the traffic on the surrounding roads is obstructed when performing maintenance and repair of the pipes and cables because the excavating operation must be performed after the traffic control has been carried out, and of disadvantages in respect of time, labor and cost. SOLUTION: A water supply pipe, a sewage pipe, cables of telephone and electricity and a gas pipe to be laid underground are covered with an impact absorber material and the periphery of the absorber material is protected with a cover which reduces an impact.
