[PROBLEMS] To provide a watermark information embedding device capable of expressing information by simple lines and dots, thereby significantly increasing the information recording density. [MEANS FOR SOLVING THE PROBLEMS] There is provided a watermark information embedding device for embedding information in an image by the electronic watermark technique. The device includes: an encoding unit (11) for encoding embed-information to be embedded in an image; a pattern assigning unit (12) for assigning a pattern to each symbol of the encoded embed-information; and a watermark-equipped image synthesis unit (13) for regularly arranging the pattern corresponding to the embed-information in the image. For each symbol, one or more than one pattern having a predetermined spatial period is assigned. By expressing information by simple lines and dots, it is possible to significantly increase the information recording density.
