PROBLEM TO BE SOLVED: To prevent the occurrence of a cell which becomes over-charged or over-discharged when charging/discharging a battery pack. SOLUTION: A charge/discharge control unit is provided for a battery pack 1 comprising a plurality of cells s1-s4 which are chargeable and dischargeable. SOC of the cells s1-s4 is detected. Based on the detected SOC of each cell, the upper limit value which is a target value for stopping charging with the battery pack 1 and the lower limit value which is a target value for stopping discharging are changed.
