PROBLEM TO BE SOLVED: To provide a monitoring system in which a suspicious person in a management area can be easily specified by a monitoring center away from a monitored area, and the speedy solution of a case is attained. SOLUTION: The monitoring system comprises an image pickup device 1 that acquires an image within the monitored area, an information terminal 2, and a monitoring center 4 connected to the information terminal 2 by a public line 3. An image picked up by the image pickup device 1 is transmitted to the information terminal 2 and when an operator of the information terminal 2 inputs the image from an input part 23 to an image on a display panel 21, an image specifying part 25 adds specific information to image information on the suspicious person and specifies the person in the monitored image. The picked-up image information and the added specific information are transmitted to the monitoring center 4 via the public line 3 and the image is displayed on a monitor 41 in the monitoring center 4 while superimposing the specific information thereon, thereby easily specifying the suspicious person.
