PROBLEM TO BE SOLVED: To use an interpolation filter of higher order for interpolation processing at the time of perpendicular expansion, to impart a peaking gain to a tap coefficient and to solve the problem that the enhancement of the vertical boundary line of a letter box is resulted at the time of the letter box enlarged display when the interpolation processing and the peaking are simultaneously carried out. SOLUTION: An effective video region position is detected and the interpolation of not carrying out the peaking, for example, the linear interpolation between two points, is performed in the vertical (perpendicular direction) boundary line of the region exclusive of the effective region and the effective video region.
