The device has a blade that is provided with a base (30). An axial locking unit of the base engages and retains the base radially in a cavity (31). The axis of blade (24) is inclined with respect to a line perpendicular to the axis of rotation of a rotor. The axis is inclined to partially compensate the displacement of the axis caused by mechanical and thermal constraints applied to the rotor during operation of a turbomachine.
