<p><P>PROBLEM TO BE SOLVED: To provide a technology capable of controlling the handling of frames in excess of a minimum warrant band of each user to be impartial among the users while suppressing cost increase. <P>SOLUTION: Different markings are applied to frames in excess of the minimum warrant band and not in excess of a control band on the basis of the minimum warrant band set to each user and the control band set in response to the minimum warrant band and greater than the minimum warrant band and frames in excess of the control band, frames subjected to the marking of each user are stored, and different handlings are applied to frames whose marking types differ from each other in response to the stored amount of the frames. <P>COPYRIGHT: (C)2005,JPO&NCIPI</p> |
