PROBLEM TO BE SOLVED: To provide an optical control element and an optical control element array capable of providing various optical functions by making displacement of micro-dots and nano-dots which are arranged in 2-dimensional shape controllable. SOLUTION: An optical control element 100 which controls optical phenomena by displacing the height of dots 43 with respect to a film surface which is irradiated with light is equipped with a thin film 31 in which a plurality of through holes 39 are formed and a dot array 33 on which a plurality of dots 43 each of which is loosely fitted in each through hole 39 of the thin film 31 are projectingly provided and a driving part 35 which relatively displaces either of the thin film 31 or the dot array 33 or both of them.
