摘要 PROBLEM TO BE SOLVED: To easily and securely determine whether a power frequency is under fluorescent tube lighting or not, or whether a fluorescent tube drive power frequency is 50Hz or 60Hz in an image pickup device of an XY address scanning type. SOLUTION: In the case of an NTSC system, a shutter speed is set to that except for N/120 seconds for determination. Flicker detection processing is performed on a video signal obtained from an image pickup element in such a state as described above, and a specified frequency component is extracted. It is determined whether a level is higher than a threshold or not. When it is higher than the threshold, the power frequency is determined to be under a fluorescent tube lighting of 50Hz. When the level of the specified frequency component is the threshold or below, the shutter speed is set to that except for N/100 seconds for determination. The flicker detection processing is performed on the video signal obtained from the image pickup element in such a state and the specified frequency component is extracted. It is determined whether the level is higher than the threshold or not. When it is higher than the threshold, the power frequency is determined to be under a fluorescent tube lighting of 60Hz.
