PROBLEM TO BE SOLVED: To provide a scum removal device capable of efficiently removing scum retained in a scum retaining part between a sludge scraping machine and a pipe skimmer by using a simple means. SOLUTION: A sludge scraping machine 12 scraping scum 20 suspending on the water face of a sedimentation basin 10 from the upstream side; a scum retaining part 22 where the scum 20 is scraped to the downstream side by the sludge scraping machine 12; a pipe skimmer 24 recovering the scum 20 on the downstream side of the scum retaining part 22; and a scum guide plate 30 in the water to be treated in the lower part of the scum retaining part 22 where the scum 20 is retained are arranged, so that the scum 20 is recovered. In this case, in the opening part 28 of the turning pipe skimmer 24, a water flow is formed on the upper side of the scum guide plate 30, the upward flow of the water to be treated from the side of the basin bottom to the opening part 28 is made interruptible, and the scum 20 retained in the upper part of the scum guide plate 30 is preferentially recovered.
