<p><P>PROBLEM TO BE SOLVED: To transmit a packet to a radio terminal that is carried crossing over a plurality of terminal networks and to guarantee bands of radio terminals present in the plurality of terminal networks for each specific group. <P>SOLUTION: A packet switching device 100 for concentrating lines of terminal networks 105 and 106 for housing radio terminals 101 to 104, or the like and server networks 109 and 110 for housing servers 107 and 108 which transmit and receive packets to/from the radio terminals 101 to 104, or the like collects and stores the positional information of the radio terminals while associating the positional information with receiving ports in transmitting an incoming packet and transmits an ongoing packet on the basis of the position information.
