PURPOSE: A shock absorbing device for preventing shock noise between floors of an apartment and a construction method thereof are provided to reduce shock and noise with an interaction of a metal plate and a cushion pad by installing the cushion pad and the metal plate between cement mortar and a floor paper. CONSTITUTION: A shock absorbing device for preventing shock noise between floors of an apartment and a construction method thereof are composed steps for constructing several pieces of firm metal plates(4) on a cushion pad(3); constructing the metal cushion pad with excellent elasticity, compressibility, and thermal conductivity; and equally dispersing primarily shock load over the metal plate installed under shock, absorbing secondarily shock by compressibility of the cushion pad, reducing shock at cement mortar(2) and a concrete portion and noise caused by the shock, and then returning the metal plate and the cushion pad pressed by the elasticity of the cushion pad to an original position.
