PURPOSE: A bit interleaving device and a method in a mobile communication system are provided to carry out a bit interleaving process for changing a repetition period of encoding bits outputted through a channel encoding process, thereby preventing performance deterioration caused during a channel decoding process. CONSTITUTION: A bit selector selects columns of information bits and columns of surplus bits from encoding bit columns. A bit interleaver(822) interleaves each surplus bit column in predetermined bit unit, to prevent a repetition period of the surplus bits from being identical with punching patterns in accordance with a rate matching. A rate matching unit(824) inputs the bit-interleaved surplus bit columns and the information bit columns, and outputs the inputted columns as the number of transmissible bits through a physical channel.
