PROBLEM TO BE SOLVED: To achieve appropriate collecting from players of consumption tax for using the recording medium (magnetic cards, IC cards, IC coins, etc.). SOLUTION: A terminal controller 120 manages a remaining frequency of value data, used frequency of the value data, and information regarding whether there is a deposit of consumption tax or not for each identification data of a card and when it receives the identification data of the card from a card account settlement machine 100, it calculates the amount of consumption tax to be collected or the consumption tax to be returned based on the information regarding whether there is a deposit of consumption tax or not. The card account settlement machine 100 settles the account of the remaining frequency of the value data in money considering the calculated amount of consumption tax to be collected or returned.
