PURPOSE: To provide a method and an apparatus for micro-particulating sludge cell, which strongly gives a shock to the sludge cell and applies strong shear thereto simultaneously to crush hard cell membrane surrounding the sludge cell, thereby micro-particulating the sludge cell. CONSTITUTION: A main body (1) includes a closed outer pipe (3), an inner pipe (2) that is integrally formed with the outer pipe in a perpendicular direction based on the center of the outer pipe, and a water-jet chamber (33) between the inner pipe and the outer pipe. A sludge water inlet (31) and a sludge water outlet (32) are respectively formed parallelly to each other at lower part one side and upper part the other side of the outer pipe. The sludge water inlet includes a high pressure pump.
