PROBLEM TO BE SOLVED: To provide an opening degree adjusting device for a vent hole in an airbag which can easily ensure an allowable state wherein the discharging of a gas through the vent hole is allowed under an initial state, an airbag and an airbag device which can reduce impact to an obstacle existing in the middle of the expansion development, and at the same time, can ensure a sufficient internal pressure at the time of a normal development. SOLUTION: A closing section 39 of a sliding cloth 32 is housed in a holding cylinder 29 which forms a cylindrical shape under folded state. On the holding cylinder 29, a protruding section 40 which fixes the sliding cloth 32 to the bag body 31 and an insertion hole 47 for inserting a leg section 41 are formed. Also, a tear hole 48 is formed between both leg sections 41 in the holding cylinder 29, and a rupture planned section 49 which ruptures when a pulling force accompanying the expansion development of the bag body 31 is applied to the leg section 41 is constituted.
