PROBLEM TO BE SOLVED: To provide a fixing device capable of preventing the occurrence of micro gloss irregularity without a lowering fixing speed. SOLUTION: In the fixing device, the recording medium carrying an unfixed toner image is transported in the state that it is held between a fixing belt and a pressing belt circularly moving in a state where they abut each other, while the recording medium is heated and pressed at the heating and pressing nip part by a heating and pressing means via the fixing belt and the pressing belt, and then the recording medium is cooled and peeled from the fixing belt and the pressing belt, whereby a toner image is fixed on the recording medium. The fixing belt has a surface layer with which a toner image comes into contact, one or more intermediate layers having elasticity, and a base material layer. The surface layer is made thinner than the total thickness of the one or more intermediate layers having the elasticity, and the heat conductivity of the intermediate layer is set to be higher than that of the surface layer.
