PROBLEM TO BE SOLVED: To provide a system for making drivers observe traffic laws. SOLUTION: To a vehicle 11 provided with a car speed detecting means 13 for detecting the traveling speed of the vehicle 11, a GPS reception means 16 for acquiring a position at which the vehicle exists, a traffic law acquiring means 25 for detecting traffic laws concerning a road on which the vehicle 11 is traveling, and a radio communication means 17 to be connected to a network N, a management unit 20 is connected through the network N, and a vehicle inspection center 30 and a license renewal center 31 are connected to the management unit 20 for conducting communication. Then, speed limit violation information, that is the result of comparison of an actual traveling speed acquired by the car speed detecting means 13 and a legally permitted speed acquired from the traffic law acquiring means 25, is transmitted from the radio communication means 17 to the management unit 20 through the network N. The vehicle inspection center 30 and the license renewal center 31 receive the speed limit violation information and highway regulation violation information, and set the discount rates of the car inspection charge and license renewal charge for the user of the vehicle 11.
