PROBLEM TO BE SOLVED: To obtain an insulating coating material composition which yields an insulating film having a high dielectric breakdown voltage, and to provide an insulated wire excellent in insulation and space factor coated with the same. SOLUTION: The insulating coating material composition comprises a crosslinked resin particle and at least one insulating resin selected from the group consisting of a polyvinyl formal resin, a polyamideimide resin, a polyamide resin, a polyimide resin and a polyester imide resin.
