The invention relates to an installation and a process for producing polymeric foam, in particular, low density polymeric foam. According to the invention, the installation comprises a permeable discharge head (38) through which the mixture of reagents and a foaming agent is discharged and which comprises at least one diffuser element (46, 102 and 130), having a structure which divides and mixes repeatedly the fluid flows in three dimensions, whithin the axial thickness of the diffuser element and comprising two or several layers of wire net sintered together. The claimed process for producing the polymeric foam consists in applying a pressure in order to maintain the foaming agent in a liquid state, and mixing the reagents and the foaming agent by passing them through a permeable discharge head, having at least one diffuser element which comprises two or several layers of wire net sintered together so that the contact points of the wire nets are melted in a sintering process.
