PROBLEM TO BE SOLVED: To provide the thermal insulating structure of an attic for easily, safely and inexpensively attaining the thermal insulation of a roof extremely effective in reducing daytime air-conditioning load in summer to contribute to energy saving by high thermal insulation of a house which is an important theme to protect global environment and to improve thermal working environment of a factory. SOLUTION: A sheet 10 with at least one face formed of a low emissivity material, or a sheet with at least one face subjected to low emissivity working, is reinforced with a reinforcing material 12 detachable from the sheet, to form a thermal insulating panel 1. The thermal insulating panel is laid at an attic face 90 being mounted to a roof frame member, almost parallel with the attic face while holding a clearance S1 to the attic face.
