PROBLEM TO BE SOLVED: To provide a method of adding a high density metal or alloy to molten steel without developing a bias in concentration distribution. SOLUTION: When a molten steel is refined by dipping a piece of submerging tube into the molten steel in a ladle and introducing stirring gas into the molten steel, the metal or the alloy having higher density than the molten steel is added into the molten steel so as to satisfy the following formula (1) from the upper part in the submerging tube; Q≥8×10<SP>-5</SP>×(ρ-ρ<SB>Fe</SB>)×h<SP>0.5</SP>...(1), wherein Q is the amount (NL/min×t) of the stirring gas flow,ρis the density (kg/m<SP>3</SP>) of the high density metal or alloy,ρ<SB>Fe</SB>is the density (7×10<SP>3</SP>kg/m<SP>3</SP>) of the molten steel and h is the vertical distance (m) between the hole of charging the metal or the alloy and the molten steel surface.
