PROBLEM TO BE SOLVED: To provide an organic EL panel and its forming method with high yield and high productivity. SOLUTION: A unit panel region 20 comprising organic EL elements is formed in a plurality of portions on a supporting substrate 10, and a sealing substrate 30 is bonded to the supporting substrate 10 through an adhesive 11 applied to an adhesion region F set so as to surround each unit panel region 20. A cutting position dividing adjacent unit panel regions 20 is set in the sealing substrate 30 along the outer edge of the adhesion region F, and set in the supporting substrate 10 along a position on the outside by the designated distance S from the outer edge of the adhesion region F.
