PROBLEM TO BE SOLVED: To improve running performance by reducing hazardous exhaust gas such as black smoke, fine particulate matter and nitrogen oxygen in exhaust gas and carbon dioxide by reducing fuel consumption of vehicles, and increasing the power of an engine. SOLUTION: A clutch device 12 for a cam shaft is operated by a signal of stepping in a brake pedal to change from fuel to air and introduce the air into a cylinder. At the same time, a rotation resistance by the compressed air made in the cylinder 1 is made to be a braking force of the vehicle, and the engine is utilized as an air compressor.
