PROBLEM TO BE SOLVED: To provide a method and a device for welding a tansmitting film of a valve provided to an electric double layer capacitor or the like. SOLUTION: The device 1 for welding the transmitting film of a valve having an air vent 7 for opening to the inner back of a cylindrical valve body 6 and a transmitting film 8 for covering the air vent 7 comprises a welder 13 inserted into the valve body 6, an annular work contacting part 17 provided at the tip of the welder 13 and pressurizing the film 8 to the valve body 6, and a welding means for heating the contacting part between the film 8 and the valve body 6 with an electromagnetic induction by turning on electricity to the part 17.
