PROBLEM TO BE SOLVED: To increase the information recording capacity of a recording medium without lowering the accuracy of a frequency offset for detecting by using a preamble, in an information recording/reproducing device for reproducing a clock at the recording of the information onto the recording medium by using the preamble and for reading out the information from the recording medium at the timing synchronized with a read signal. SOLUTION: The preamble is divided and recorded on the recording medium by replacing the intermediate section of the preamble with data and a sync byte, and the frequency offset is detected by a frequency offset detector 240 by using the divided preamble during a period that signal data read out from the recording medium are delayed by using a 1st buffer 210.
