PROBLEM TO BE SOLVED: To provide a heat insulation panel capable of enhancing recyclability for resource recovery and permitting ventilation of air over the substantially whole region of the panel. SOLUTION: The heat insulation panel 1 is provided with a resin foam 3 as a heat insulation material, a longitudinal sash bars 8a, 8b, 8c and lateral sash bars for forming a structural face member 4 and an inside ventilation layer 5 and lateral sash bars 9a, 9b. The resin foam 3 is fixed to one face of a face material 4 by a plurality of fastening members. The inside ventilation layer 5 is formed on the other face on the face member 4 by longitudinal sash bars 8a, 8b, 8c and lateral sash bars 9a, 9b. As the inside ventilation layer 5 includes the whole area of the panel 4 except a installation part for partition member, a large temperature difference between the air in the wall and the indoor warm air can be prevented.
