PROBLEM TO BE SOLVED: To provide a device and a method for forming wiring in which a relative distance between an optical coupling section and an electrode is controlled precisely, and a simple precise optic-axis adjustment, allowing a positioning by a manual operation to be omitted is conducted. SOLUTION: In the device for forming the wiring in which electrodes 7 are formed to the surface of an optical circuit board with a core layer 1, a clad layer 2 and an electrode pattern, the device has a CCD camera 4 as a recognition means for the optical coupling section 5 and a drawing means 9 as an electrode forming means forming the electrodes 7 at places separate at specified intervals from the optical coupling section.
