PROBLEM TO BE SOLVED: To obtain a biodegradable emulsion composition that has excellent film forming properties and gives a coating film having excellent properties at low temperatures as well as good plasticity, transparency and bleeding resistance, and to provide a coated material therewith. SOLUTION: (1) The biodegradable emulsion composition comprises a plasticizer that is a diacetylmonoacyl glycerol and/or a polyglycerol acetate.
