PROBLEM TO BE SOLVED: To provide an image carrier which surely suppresses leaking in a latent image as much as possible and can form a latent image even when the surface is scraped. SOLUTION: The image carrier 2 has a charge injection layer 2b formed by applying on the surface of a base body 2a. The charge injection layer 2b contains a large number of conductive fine particles 2d independently dispersed in a dielectric resin 2c. The conductive fine particles 2d are prepared by coating resin fine particles 2d1 with a metal 2d2. Thereby, difference in the specific gravity between the dielectric resin 2c and the conductive fine particles 2d decreases, which suppresses irregular density of the conductive fine particles 2d in the film thickness direction.
