PROBLEM TO BE SOLVED: To solve the problem that a GOP structure is changed when MPEG compressed signals recorded on a recording medium are rewritten and recorded at a halfway point, so that video signals are not reproduced well. SOLUTION: An MPEG encoder 14 controls code volumes of incoming video signals by N frames, and PSI information to be outputted is fixed. A recording/reproducing unit 17 records video signals on a recording medium by the N frames and carries out rewriting. When the rewritten video signals are reproduced, the operation of a decoder is controlled on the basis of information related to the continuity of signals and information indicating breakpoints of GOP.
